Not quite correct - if the appeal is made within the 'discount' period then, as I understand it, the discount period is extended to cover the appeal process.

I can promise you that I got no such concession when I like a bloody fool, when a ticket machine was out of order, walked around the corner on to the next street, bought a ticket from the machine there and got a parking ticket for displaying a ticket purchased in a different charge area.

What really rubbed it in other cars on the street hadn't bought and displayed a ticket (machine out of action) no fine, no nothing, trying to talk to those in charge was somewhat like discussing nuclear physics with my cat.

It is the duty of the driver to check the signs & lines {& presumably tickets} before walking away from their vehicle? Sefton Council normally give first time offenders the benefit of the doubt but there after they are ruthless. Their fines & payment enforcement can be harsh. If you are able to present a valid ticket to an enforcement officer they will most likely not issue a ticket. Don't forget they have to take photos of an upside down ticket or lack of ticket or the fine isn't legal.

Every single day they come across people who believe they are the exception to the rule, who lie & try to cheat their way out of paying for parking like the rest of us so forgive them for being overly sceptical.

The ticket must be clearly displayed at all times. In some areas that means it must be in your windscreen even if that means the CEO must walk into the road to read it. Common sense says put it near the pavement but in some areas that would get you a fine. If you have loads of tickets all over your dashboard & a little sign that says let's play a game, you will get a parking fine.
Always turn back to check your ticket.
