Simply a disguised attack making unsubstantiated claims about Sefton Council's attitude to business allowing the PM to respond with more anti-Labour comments. Obviously engineered and frankly, childish.

The Future High Street Fund policy paper which Moore was referring to is so vague as to be virtually meaningless.
