There seems to be a high volume of police speed traps in the birkdale / hillside area over recent months.
Anyone else noticed?

It’s an almost daily occurrence. Something to do with keeping the roads safe, or was it raising lots of money from otherwise hard working members of the public who occasionally slip a mile or two over the speed limit.

No it isn't - the general rule of thumb applied is 10% + 2.
For example, if the limit is 30 then you can be travelling at up to 35 mph and won't get a ticket.
But that doesn't fit with the oppressed motorist being fleeced agenda - does it?

No I hadn't noticed but then as I don't speed anymore it's not something I'm particulalry looking out for.
I say "anymore" as getting 9 points on my licence in the space of a year several years ago was enough to change my ways. So I'd say their prescence is fully justified.

I’ve just been caught.
On the speed awareness course, the two guys leading the course said that EVERYBODY exceeds the limit at some point when driving.
Even them.
Anyone who says they don’t, is telling porky pies.

Yeah! You notice that on the Motorways - if everyone kept to the speed limits, there would be no overtaking!

I'd agree with that fully....Short of watching the speedo like a hawk, it's inevitable vehicle speed will vary/creep up a little -especially downhill. Simple enough to ease off throttle for a moment to keep things legal though.
However, a true speeder is an entirely other animal - treating limits as only applicable for 'idiots' to follow....

There would still be plenty of overtaking as wagons have a lower speed limit, also some motorists choose to drive below the limit. Less accidents and breakdowns would occur enabling the traffic to flow better cutting journey times.

Speed limits are exactly what it says, LIMITS not TARGETS!
Do use motorways at all, regularly, fairly regularly, once a year going on holiday?
Wagons for instance as you say can be limited so you could have a raft of wagons doing 55mph being overtaken by a few wagons capable of 55.5mph and take up the first two lanes for about 10 miles then by your own recognition you get motorists who deem 58 mph to be their optimum who want to overtake the wagons using lane 3 so anyone who would like to make sufficient progress end up bunched up behind a flat cap wearing 1,000 miles a year driver and his Mrs listening to Mrs Dales Diary.
You really need to read this as obviously it slipped by you when you learned to drive, if you did!

So your Pnp induced description of Idiotic driving is just as or even more dangerous than speeding. I am certain that should there be a Police Traffic patrol around anyone driving a car at well below the speed limit on a Motorway may be requested to follow the car to a safe place and advised as to their speed being raised to a suitable level so as not to become a rolling obstruction. And as for the morons who join a motorway and proceed straight to the centre lane and sit there at 50 mph should be used by the Police Armed Response Units as live targets.

That is absolutely NOT true. The majority of Police Forces do allow the 10% + 2, but it is entirely at the discretion of the individual Force. If you drive past a Camera van at 35mph in North Wales, you will get done, as sure as eggs are eggs. North Wales Police operate an almost zero tolerance policy, even stooping as low as to hide roadside cameras in horse boxes.

I will allow your comment on the +2 as I cannot state definitively that it is a blanket policy but the 10% most certainly is as manufacturers cannot guarantee their speedometers to any greater degree of accuracy.
As for the covert nature of cameras - I'm all for it if it catches those planks who's perceived level of driving skill far outstrips reality.
