The parking law - and those who administer it - doesn't discriminate in Southport for any drivers, as proved yesterday as QLocal's Ormskirk reporter Roger Blaxall who snapped this Ford BMax ticketed outside the town's Job Centre.

If it's parked illegally then they are no more immune to fines than anyone else.
A blue badge is not a right to do what ever you like.

So I'm guessing either stayed more than 3 hrs, or had the badge wrongly displayed.

Not over 3 hours, probably wrongly displayed (wrong side displayed) or out of date.

Doesn’t need the clock as in pay and display, blue badge can park all day. It looks parked correctly so unless wrong side of badge or if the badge was out of date then it seems odd why the ticket was issued.

Sometimes - it's like shooting fish in a barrel.

It does need the clock and blue badge are restricted to 3hr unless otherwise stated. I'm not aware of any concessions being given on Eastbank street, but I'm happy to be proved wrong.

Well you learn something new everyday, We've had a badge for 12 years and always thought it was time limited. Thanks for that.

So I think we have it down to..
    1. Wrongly displayed (wrong side up).
    2. Out of date.
3 Used illegally. (user not going from or returning to vehicle)
    4. Traffic warden mistaken.

pay and display parking on street and in car parks in southport owned by council blue badges users can stay all day this is not always the rules for other areas though so always check the signs and pay and display machines...... its sometimes the case that the car user has forgot to display there badge and returns to the car to put it in not noticing ticket issued... other than that probably expired badge or someone has noted that the badge user and details on the badge dont match and there for potential fraundulant use??
