The problem is not singular to Sefton. Both North Wales and the North East have a much higher social care bill than Sefton. While the South East of England has a far lower bill. Sefton's budget for social care according to the figures released by Sefton is almost £95 million, out of which there are almost £35 million spent in overheads. Social care is massively underfunded. Consequently, the Council Tax is to be increased by 2%.

"In her manifesto for the 2017 UK General Election, the Prime Minister, Theresa May, announced that she would scrap the care costs cap proposed by Sir Andrew Dilnot, and abolish the current means test. Instead, all care costs, including residential care costs, must be paid for by any individual user whose total assets, including the value of their home is greater than £100,000. At present, in many councils, care users who have more than £23,000, and require residential care, must sell their home immediately to fund their care; this has been criticised for cruelly re-enforcing to the care user that they probably won't ever go back home. Under the Prime Minister's manifesto proposal, that requirement will stop.
However, in the present system, for people receiving care in their own home, the value of their home does not count towards the £23,000 threshold; people with less than £23,000 in savings, but a house worth £4 million (a situation comparatively common in Central London), are currently able to receive council funding to cover 100% of their care costs."
By the year 2020, everybody will have to make their own arrangements for social care, similar to the pension schemes in place now.
