    The problem is not singular to Sefton. Both North Wales and the North East have a much higher social care bill than Sefton. While the South East of England has a far lower bill. Under the Prime Minister's manifesto proposal, that requirement will stop.
    However, in the present system, for people receiving care in their own home, the value of their home does not count towards the £23,000 threshold; people with less than £23,000 in savings, but a house worth £4 million (a situation comparatively common in Central London), are currently able to receive council funding to cover 100% of their care costs."
    By the year 2020, everybody will have to make their own arrangements for social care, similar to the pension schemes in place now.
