The Marine Way Bridge is closed to vehicles and pedestrians for refurbishment. The Pier is also closed meaning there is no pedestrian access to the Ocean Plaza without a long diversion.
Contractors are working on resolving this problem by erecting a fence along the Pier right through a construction site.
One of the workers told Qolcal "that you could not dream it up"
It is hoped there will be access by this afternoon.

Who commissions and plans these works?
Surely they would have considered access whilst the works were taking place.
