Yeah I'm sure all the hotels, restaurant, pubs and b&b's will be empty while to golf is on.

and your estimate of how many golf tourists would want to come out of the course and go back in later the same day is ?
Perhaps you're thinking of those golf tourists staying in B&B on Bath St after having caught the early park & ride and queued through the crowds to get into RB in the morning then walked around the course for a 4 hours or so would want to leave the venue at lunchtime, get through the crowds again, catch another park & ride back to the B&B, put their feet up for an hour or so, have something to eat in a cafe or restaurant on Lord St, do some shopping on Chapel St with the local business' then catch another park & ride back to RB, queue again to get back in and walk around for another couple of hours watching their favourite players before leaving at the end of the day with 1000's of others and queue for the park & ride once more to get back to their B&B.
Or maybe you're thinking of those tourists that may want to nip out to Hillside to buy a bathroom suite or have a shampoo & set, or repair their Land Rover, perhaps walk to Spar for a packed sandwich at lunchtime

I live by Bedford park which is a designated carpark for the Open. The Local businesses could stand at the exit and hand out fliers to the nearby chippy.,café and pubs. Nothing stopping the public from visiting the café before of after the event.

I live in Hillside, and the bars you mention will be more than overflowing with customers going in, and especially coming out of, RB at the end of the day and I know the owners aren't complaining of the "lock in"
RB are expecting 25,000 visitors per day. If just 1% wanted to come out at lunchtime and go to those bars and then go back into RB, that would be around 250 people trying to buy drinks in the 4 bars you mentioned, 2% = 500 ... have you tried buying a drink in any of those bars on a sunny day - good luck with getting 50 people served never mind 250

You are missing the point - which is there are NO Pass-Outs for the golf, once in you are in, so not possible to 'lunch in Hillside' and then go back into Royal Birkdale

read it again, that is exactly my point. The No Pass Out rule will not affect the local shops. There will be more than enough business for them from people going to / from the Open during the day. It's not a pop concert with a start time, people will be going into and leaving RB all day long.
I was there Sunday and thoroughly enjoyed it along with many others and finished it off with a pint inside and a swift one in The Pines as we left.
