The resident of a flat in Stanley Street in Southport has dumped the entire contents into the road and the adjoining passageway.High winds have blown rubbish all over the area.

A local resident is doing his best to clean the mess up.

Dirty scum, now you know why we have so many rats!!

If (as seems) it is know where the rubbish came from, surely it should be relatively simple to identify and prosecute the culprit, my moneys on the landlord.

It would be nice but, unfortunately, the Courts do not take the same simplistic - and pragmatic - view of these incidents.
The sad fact is that is that it is one thing knowing the origin of the rubbish and quite another proving 'beyond reasonable doubt' who put it there.
