'Savills (UK) Limited has been engaged by the Council to provide consultancy support to help determine if the addition of a new Development Company will provide the Council with an opportunity to enter the development market in West Lancashire, delivering a mixture of market-for-sale and affordable homes for residents of the borough. Grant funding was awarded to the Council to support this initiative.
The Council understands the post holder identified left Savills in 2017. Any connection with the Knowsley estate and Savills has in no way had any bearing on, or influence on the work undertaken by the project team provided by Savills and the former post holder identified is not associated with this work. Furthermore, Savills do not and will not be holding any non-executive Directorships of the company.
A meeting of Council on 27 February will consider the findings of the work and decide whether to pursue this opportunity.
Should the Council decide to go ahead, the Council will have control over the Company, including the appointment and removal of Directors.
The development plans are focused on Council owned land assisting in regeneration and not the development of green belt land.There is no conflict of interest between the Council as a Local Planning Authority and the Council's interest in setting up a Development Company.
The process by which the Local Plan and planning applications are determined (which are statutory processes governed by strict legislation and, in the case of the Local Plan, examined by an independent Planning Inspector) is entirely separate from the management of the Development Company.
Indeed, any decisions on planning applications made by the Development Company would have to be made by the Planning Committee, a cross-party committee of Members who must make decisions on planning applications in light of the relevant planning policies and planning legislation.'
