No problem, my comment was in general terms, there isn't a fuel shortage.
Like you I thought rationing was to preserve supply, Tesco have closed off their forecourt with a sign saying "due to shortage of fuel only emergency service employees can buy fuel"
I think the OP is suggesting a minimum amount would deter my experiences today of topping up, £5, £10 amounts, if they had to pay £30 for £10 of fuel they'd think twice, in a round about sort of way it makes sense.

The only people to profit from your idea of "the cash raised" would be to line the refinery owners' pockets, as the fuel duty figure is fixed at present and has been for many years.
The reason? To help people and businesses to be able to operate successfully as much as possible and provide the maximum boost for the economy.

Was out today (not chasing fuel) went past 3 filling stations locally, no major queues, in fact one filling station had vacant pumps ( not closed off) , hopefully the local idiots have been and gone.

There are far better ways to 'boost the economy', i.e. by raising the threshold at which a person starts to pay tax. This would help everyone - not just those who choose to run a car. It leaves more money in all peoples pockets, leading to increased spending across the board and boosting economic activity.

There's certainly no cheaper fuel or alcohol that's cheaper around (in fact the prices of both have risen sharply), but you wouldn't know about alcohol as you've made it clear you don't touch it. Your choice, but don't lecture others about it - it's not your prerogative or official authority to do so.
As for raising the threshold at which people start to pay more tax, perhaps you just haven't noticed that the tax bands have been gradually raised on a regular basis? Thought not.
