No, it just indicates where the mail from a particular area is sorted which is, in the cases of the villages I mentioned, represented by L40 (Halsall is L39).
Formby and Freshfield are L37.

Postcodes came in in the 1960's and bare little resemblance to county boundaries, the GPO based them on the areas served by their main sorting offices.

Just goes to show people will argue about anything.
As for hospitals, I was diagnosed with cancer in Southport, was discharged by Ormskirk to keep their target records looking good, saw a Surgeon in Broad Green and had my operation in the Old Royal Liverpool Hospital, after care was done at Hoghton Street Southport. Who cares where the treatment is I'm still here and that's all that matters.

Post codes came in from 1959.
Royal Mail declared some time ago it would accept Lancashire or Merseyside for postal addresses.
By the way, we are still in the County Palatine of Lancashire and many sporting organisations and competitions include Lancashire in the name of such activities.

So, as a postcode is unique to your road, all you need on a mail item would be your name, house number and postcode.
No street name, county etc

I often put this as a return address on the back of an envelope I'm posting (number, surname, and postcode).

Correct. Or just house number and postcode.
Some roads have more than one postcode - they represent a block of house numbers.

The County Palatine of Lancashire still exists - regardless of whatever political or administrative assignations are applied to areas within it. What was in Lancashire in 1974 is STILL in the geographic county of Lancashire today. It all comes about because people are either too lazy or too ingnorant to establish & understand the distinction.
You need to undertand all aspects of geography before attempting to correct people.

The County Palatine is for ceremonial purposes only, it has no legal standing. The County of Lancashire on a title deed etc refers to the Legal entity of Lancashire the boundaries of which were changed in 1974.
