nothing will happen...we caught a fly tipper red handed....the police turned up and told us it was not their problem???...no action taken....the person admitted it to the police but no action was taken.....we should all dump our waste outside the police station to force them into action

As disgusting as fly tipping is, I’m surprised the Police even turned up, it’s a civil matter, not criminal.

Wrong I'm afraid D22. Fly tipping is a criminal offence however, the enforcement powers lie with the Local Authority.
I used to have some involvement with the enforcement side and the problem was evidence and witnesses.
If, as you suggested in error, it was a Civil matter then prosecution would have been made slightly easier with the evidential hurdle being 'balance of probability'.
The problems were worse in the south of the borough with the ingrained 'cultural aversion' to what they describe as 'bein' a grass'.
During my time in post I suggested that, to try and prod a few into action, we should not clear the fly tipping but leave it in situ and let the locals enjoy the 'amenity'.
All went well on the odd occasion and a few nuggets of information came our way. We could then either, issue FPN's, prosecute or engage with the miscreants.
This plan invariably had the support of the various agencies involved, ranging from local councillors through to community groups and the Police.
All would go swimmingly until, one or more residents, often I suspected the perpetrators, would ring up demanding it be cleared - usually speaking the magic words 'we've seen rats'.
We would politely decline and explain what we were trying to achieve. What would happen next is the caller/s would contact their local councillors and raise merry hell. They'd also get their relatives and friends to contact the local councillors to raise merry hell.
Those same councillors would then ring us to demand it be cleared and we would repeat our refusal and the explanation why.
Without exception what would happen next is the same councillors who'd supported us in our aims would call the council's Chief executive to demand action.
Can you guess what happened next dear reader?
