And the heavily minority DUP prevents local government because of its objections.

By its very nature, it is not permanent and has procedures for either side to deal with problems unilaterally.
All we are having is the usual brinkmanship.
Cast your minds back to the no-deal doom and gloom nonsense that filled these pages.
The whole Brexit agreement was hamstrung with an anti-democratic rump who didn't want Brexit in the first place and then wanted to keep us half in as a second choice.
