Trump doesn't decide when he will 'step down'. As written in the US Constitution, all presidential terms end on January 20th when the new President is sworn in at noon.

I have been given to understand that Trump can step down anytime before Jan 20th - he will not do so due to trade obligations.
For a great number of years, China has been playing a game with the world, none more so than the USA. Long before Obama came into office. But even though the warning signs were apparent, Obama expressed his wish for closer ties with China. Biden, under Obama, made several representations to China.

Sadly, that was about the high point of his presidency. Republicans regained control of the legislative branch of government insuring the the flaws of the ACA were retained and highlighted.
Biden starts out with support from the House of Representatives (for the time being), but he is unlikely to wrest control of the Senate.
The United States federal government is hobbled for the foreseeable future by gerrymandering of key states' electoral districts with the consequence that the Republican party can sustain minority rule for some time to come!

What trade obligations? Trump’s only obligation is to foster his image and the false he was robbed allegations, any ongoing trade negotiations will continue with or without him, in fact anything ongoing will probably progress quicker without him.
They don’t class this period of a Presidency as the “lame duck” period for nothing, anything he does now can be unwound pretty quickly come Jan 20th.

Trump's negligence initially and since has been calculated to attribute 30000 of those deaths to him,
And the leader of the nation locks himself away refusing to give the ball back. His ego and his fear of life after the White House are more important.
Biden's people want access to public data and funds to start planning a response but can't proceed without co-operation.
This is a scandal that should end up in disgrace and in the courts. He should be shunned by decent people and countries for the rest of his life.

Trump is contesting the election on totally spurious grounds, every case that has made it before a judge has been tossed out having no grounds whatsoever, Trump is the enemy of democracy, creating serious doubts in the USA as to the validity of their own electoral system.

But the US Presidents don't just "stand aside" Trump love him or loathe him is simply exercising his legal rights when that hits the buffers in the courts he is out on his ear.
