Thanks for the warning.
Not saying speed was a factor, but imo a 30mph limit is too fast for that road. There's always a lot going on, i.e. people stepping into the road, buses pulling in/out, cars parking, traffic emerging, etc.

Actually, Eastbank Street is a complete nightmare! The lights take ages to change, there is often a long line of traffic piling up. Cars should not be allowed to park on that road at all, they create hazards for buses and lorries, blind spots for motorists and pedestrians, and where cars are parked near the Chapel Street Junction the Road is made very narrow. I have had one collision and several near collisions on that Road due to motorists paying attention to other hazard factors on the road - it is a completely idiotic situation.
I believe from what I have been told that a Land Rover pulled out of a parking space without checking behind him, collided into an oncoming car, shunting it into a bus.

I'm sure all the businesses on Eastbank street are fully in favour of your idea. (Cue sarcasm)
You're hell-bent on removing every single car on the road - you're mad! Town centres have busy roads, cope with them instead of asking the nanny state to keep you safe.
You can't eradicate accidents, but you can try and reduce them. But in your mind - everything is the drivers fault, but the cyclists are saints on the roads.
Grow a pair!

The report on the other site suggests pulling out into the path of another vehicle was the cause.
My first job in the investigation would be a close look at the mobile phone records of those involved.

I would never condone mobile phone use, but when pulling out and away from a parking space, you need both hands on the wheel, looking in your mirrors. I doubt anyone would be able to use a mobile while doing all that at once.
A mobile is not the universal excuse for every accident.
Sometimes accidents just happen no matter how careful you are. It's called Human Error. Hopefully, we learn from our mistakes.
