What kind of reputation
What kind of reputation has Liverpool earned itself globally. I was sitting on a bench near Crosby beach next to a guy with a Canadian accent and his partner. I overheard the Canadian guy say to his friend -
"I had best put my camera away now or I may be liable for scouse tax"

How were you able to discern that it was a Canadian accent? Most people outside of N.America can't tell the difference between a Canadian and an American accent. Canadians can usually spot that I'm from somewhere in the UK, but when I'm in the UK I often get mistaken for an American.
If the "Canadian" used the term Scouse, then either him or his antecedents must have come from the area. It's not a term that's known or used here. Plus Scousers are generally well liked.

His accent along with a flight label on his bag on which Quebec was shown.

Whoopee dee, fairly sure there is an old case in our attic with flight labels from Portugal, surprising though it may seem I'm not Portrugese.
Must say if you clearly heard someone's conversation, you were paying undue attention to that conversation, sat very close to the speaker or the speaker was broadcasting his message very loudly.

Seriously though, I take his comments with a whole salt mine! I expect that pretty soon he will be telling us all how he's travelled extensively in Canada, and knows every accent/dialect/language that is spoken across this vast land.
I have been to Canada five times now and expect to go again this year - not too far from where you are actually.

It should have been easier to understand as Quebec French uses more Anglicisms.
