Let me rephrase that for you. In December 2017 homeless people were given portable cardboard tents as part of a new charitable project being pioneered in the Belgian capital.

What on earth has this got to do with the EU? 'Brussels' hasn't sorted out the problem of homeless people. A charity helping the homeless is based in a European country
Surely it is better that they are given some kind of shelter than die of hypothermia? Not every homeless person, usually due to mental health issues, will go into a building to sleep, even if a place is available.
Probably better to give them tents than arrest them, as our caring society tends to do.

What is the reason for homelessness? There are three main causes. The most numerous of the homeless people are those with mental disabilities - how is a cardboard tent or box going to address their needs?

Hyperthermia depends on the condition of the body. If the body temperature drops below a certain temperature, then hyperthermia is possible. If the person is a substance abuser - Alcohol, illegal drugs etc., then the chances are greatly increased. I am sending you a hot water bottle!

You need to understand the differences between hyper and hypo, if you use a hot water bottle on someone with hyperthermia you'll likely kill them as cure them!
