I'd say he was only squidding......Oh by the way, I came across this little gem whilst trawling the net - it made me LOL a lot:
'My old man's a dustman,
He wears a dustmans cap.
He farted through a letterbox,
And paralysed the cat!'
Guess I'm easily amused.

I put my bins by the wall so they don't get run over by people driving up the footpath, like they do! Leaving the bins out on the footpath is a hazard to the blind and infirm and they narrow the width of the path causing a hazard. I've always believed they should have been kept in the driveway or front garden. Yes it's a little further to go for the refuse collectors in an already extremely tight schedule {& their bosses should take timings into account?} but it doesn't cause a hazard.
Laws that forbid the carrying of arms ... disarm only those who are neither inclined nor determined to commit crimes. Such laws make things worse for the assaulted and better for the assailants, they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man.

You should have said that you like his uniform, it reminds you of Batista.
Seriously though - what happens where there is no kerb - so what is the rule then?

If I put my wheelie bins to the kerb they would block the pavement!

Yes but how big is your refuge? The wheeled bin for your REFUSE isn't very big.
It's not as daft a comment from the bin man as you imply.
The bin wagon is a big vehicle and will therefore inevitably cause delays so - the less time spent by the loader walking to and from the bin will surely speed the process up. Imagine if everyone on Liverpool Road wanted their bin moved 12 feet forward and then back, 800 or so addresses - equates to about 3K.
Surely it's not that big a deal to put your bin out at the kerbside.

At my house the pavement is only3 feet wide and on a slope! I have to leave it up against my gate as it is the only flat bit!

Calculations are wrong - you assumed the bin man returns the bin to the wall, they don't, its left at the kerb :-)

Why not just do away with bin men and just have a wagon and driver and let us empty our own bins after all we don't want such a thing as earning your wages blighting future generations.

If refuse/recycle bins are perfectly visible, and left JUST inside the gate,as I live in a cul de sac,and that is where they are stored, then why can't the binmen simply walk through the gates, wheel the bins out to empty them, and when emptied leave them on the pavement,as our pavements are only narrow anyway, and if the bins are left out too long before the binmnen are due, they block the access for pedestrians etc.
In times gone by,the binmen used to have to carry heavy bins from residents properties, but now they can just wheel the bins out,and the lorry does all of the heavy work for them. Now it is all "They cannot walk over the boundary area to get access to the refuse bins",health and safety has gone completely through the roof. And I have NEVER left them a tip at christmas for over 10 years,as they dont even pick up any of the refuse they DO drop in the streets when emptying bins into the lorry,in case they have a back spasm.
