Your reference to Putin puzzles me. Never met the man but I wouldn’t think he supports anarchy - those who step out of his particular line seem to encounter Novichok at some point.
Putin’s opinion of Brexit ? It is presumed he is a avid supporter as it wouls inevitably weaken the EU and increase the vulnerability of the ex-Soviet EU member states on Russia’s borders to his expansionist ambitions.
Quite simple an extremist does not respect democracy and seeks to overturn a democratic vote.

Fact is, the type of Brexit people were sold on, has turned out to be an utter myth - which is why we must go back to the people.
B) Because, having seen the terms, they recognise what a mistake it would have been to leave on them. Most MP's also oppose a no-deal. Parliament therefore is stuck fast. The people are the only ones now who have it in their power to make it happen - or to reject it.
C) The £pound instantly tumbled, and hasn't recovered. Carmakers have been deciding to pull out, financial-sector jobs have already been lost. The NHS amongst others, is losing staff fast, due the original vote.....Now let's see what happens after a bungled no-deal exit - it certainly ain't going to be pretty!

There will not be a second vote - but imagine if there was. It would include the ex pats and British colonies voting again - these are people who do not live in the UK or who have long since moved and have no idea of British life in the UK . There were a few million among these who voted for Remain. This would mean that there were a far greater percentage of British people living in the UK who voted to Leave. It would be fair if these people were omitted from voting as they are totally unaware of British sympathies.
This would mean an even greater percentage of Leave voters - so what then? Do we have to wait another three years before leaving?
Or, if they repeated the vote in the same manner and if by some chance there was some electoral anomaly and Remain won? What then? They cannot act on this because it would not be democratic if the first vote was not acted upon - but the second was. So there would have to be a third deciding vote, and by now we are nine years down the line!
So it can't happen!

If anyone wants to know why we have struggled with this for three years, try listening to the recent Reith Lectures, and especially the last one.
Jonathan Sumption was looking at the relationship between politics and law, and explains how our democracy does not accommodate referendums.
This never was apparent before because the result of our previous ones agreed with Parliament's view.
But in any showdown between the two, Parliament is supreme.
That's what Gina Miller's court case re-established.

The problem with Brexit is Parliament, nobody voted to allow them to have a say.
The vote was to trigger Article 50, this was to trigger a 2 year negotiation period to Leave, a deal has been agreed so 'end of story' we leave on those terms it has nothing to do with Parliament or 'no deal'.

we tried that, the losers didn't like it.
They are trying to introduce a new system called Fauxmocracy where people have to keep voting till those who represent them in Parliament agree with their decision.
