I'm a recent convert to Dog ownership, and I have to say I prefer to keep my pooch on a lead, and if it does a dirty, it's cleaned up straight away with a biodegradable poo bag and disposed of accordingly. I walk my pooch all over the town center and the outskirts and really don't see a problem with the new rules.

Is it an area where dogs are allowed off the lead? If it isn't, why let the dog off the lead?
If it is an area designated for dogs to run freely, then as long as people clean up after their dogs, I don't see why people are being threatened with fines.
I think that the council should have areas where dogs can run around off the lead, as long as they can't reach other people trying to enjoy the park or rec areas. That way, people that don't appreciate strange dogs running up to them can enjoy themselves peacefully.

Hesketh Park isn't big enough nor has suitable areas to allow dogs to run free off their leads.
You say your dog was chasing a shadow in the lake, so not under control?

The Council don't have the money but there are places around on farms and dog grooming places that allow people to take a dog to exercise it (for a fee).

YOU have chosen to have a dog in a built up area! That has nothing to do with people who do not agree with dogs in built up areas. Therefore it is up to you to act responsibly to other people. Several children are scared of dogs running around and trying to jump up at them. Many elderly people are unsteady on their feet and do not want dogs jumping up at them. Most people dress up in nice clothes to go out - they do not want a dog with dirty feet jumping up at them. Dogs are not happy in built up areas, they prefer to run wild in fields though obviously not where farm cattle are grazing. Parks are for people to spend their leisure time and for children to play - they are not for exercising your dog - and the parks are not a dog's toilet! Nature reserves are for wild life and people's pleasure - not for a dog to chase and harm the wildlife, nor again to be used for a dog's toilet. When deciding to own a dog in such an area, it would be very nice if potential dog owners thought a bit more about society in general - the fact that many dog owner's complain about council regulations is because they did not consider the necessary responsibilities of owning a dog in the first place. Three strikes out! No way - injury and harm can occur in the first instance. Always best bet - get the animal trained to live in built areas.

ok so my dog cant read signs a warning will do not the insta 50 fine ok
And just a point to all dog walkers in hesketh park or botanical gardens u get a tyranicle dog warden enforcer just walk away take ye dog save 50 pound they have no rights to fine you ok, they cant detain you arrest u they can call the police if they want but they are sent out with the directive to warn then fine perssistent offenders. u think the police will be there in 5 mins no way more like never. thats that out the way as for other crap ive read about this if u r in the park in your sunday best walk in the no dog zones only. will be walking my dog over the weekend 830 every morning for an hour off the lead in the park fair warning dont put your sunday best on, if u are in the dog off lead zone.

Given the OP's standard of 'English', I think that might be a presumption too far

Over the last 20 years or so i have had 4 cocker spaniels. We now have an 8 month old cocker, none of them have ever urinated or defecated anywhere except at home.
We have always taught them to go to command, especially be for going out for their walk.
There is no need for a dog to urinate or deficate in the street or park, they just need good training, & patience.

Exactly, and therein lies the problem. Too many people buy a dog and don't invest the time it takes to train them. Not just for poos & pees, but in all aspects of obedience. If you take your dog in an off lead zone, that doesn't mean that you should let them run amok and do what they please. You still have a responsibility for your dog's behaviour. If, as the OP says, your dog goes flying into the lake, call them back. A well trained dog will always respond to your commands. All a dog wants to do is to please its owner. It just has to be trained to know what behaviour is desirable, and what behaviour isn't acceptable. It's win-win for both owners and dogs.

We are as a society far too lenient with irresponsible dog owners.
Why should we have three strikes and your out that could mean dozens of nuisance incidents before being caught and banned.
Personally I would say three fines and the dog goes as your not capable of looking after it.
Why should public space users have to manage your dog for you.
