Make of that what you will.
Is this because one area is more deprived than the other or is it more to do with spending power (i.e. distribution based upon need or potential revenue)?
Is it to do with set up/running costs (rates/rents etc) being different in each area?
If we divert money from Bootle to Southport (which seems to be the general implication) how will that impact on the distribution of these Charity shops - if at all?
I don't know the answers, but do think it's a cheap and easy shot to blame Sefton Council and the distribution of its (ever dwindling ... and don't mention austerity) finances ... the situation is a bit more complex than that and requires more thought than a jerk of a knee.
It would really depend on where you would consider would generate more returns on an investment. Would you consider that tourists are more likely to be attracted to Bootle and spend more money there or would you think that tourists may be more attracted to a seaside resort? Considering that most tourists are from inner city areas, I would have thought the answer would have been obvious.
Intelligent - hesitate - investment into Southport would bring far more people to the region and generate more money into the economy. Attractions such as a clean well looked after beach, a children's fairground, more amenities on the pier, a concentrated effort to give small businesses more support and help new start ups, reduce the rent in the indoor market to allow sellers to sell goods at competitive prices, persuade TJ Hughes to open up in the empty BHS store, allow all car parks to reduce parking costs and stop parking in Eastbank Street - one of the main roads into Southport, prevent shops from covering front windows to make the street more attractive, put more lighting in the Station entrance and brighten it up, remove all the unsightly external catering and marketing obstructions across the main pathway of Lord Street, open up more catering venues on the promenade where people can eat outside, etc., etc.,
Barton junior may have been on photo call - but he did have far better ideas for Southport than anyone else in the council has put forward so far.
Remember - it is not only Merseyside that has had to deal with Government cut backs - every council across England has also had the same cutbacks - it is just that other councils manage the situation better!

Welcome to the strand in bootle . Where the great unwashed scurry in their droves. The women remind me of the penguin out of batman and the rest are like extras from the walking dead. I would advise never to go there unless you want to be deloused after you do your weekly shop . Other than that its lovely x
What a charming person. Yet obviously keeps going there.
I've not been to the Strand often, but when I have it's been a reasonably pleasant experience. All under one roof. No problems with rain. Lots of different shops. Oh, and, surprise surprise - working class people in a working class area.
And not a beggar in every other doorway. Unlike Chapel Street or Lord Street.

They are a "distinctive" lot in The Strand but it's the same with many poorer areas which also explains why there aren't too many beggars.
It's a soulless place that shouldn't have have had its centre's purchase wrapped around Sefton's neck.

Were not likely to lose it but a lower price and a little more flexibility in its use might be helpful.
The charges in Southport compare favourably with other towns across the Northwest and knock spots off the Cities costs.

Rising rents?
Town centre commercial rents in Southport have been falling for the last decade and are around half what they were in 2008

It cannot be claimed that Pay & Display is the villan, the charges are reasonable in comparison to elsewhere and if it were an influence why has there been empty units on Kew Estate for years.

Well you trundle off to Tesco and suggest they introduce Pay & Display I'm sure your idea would be a winner.
The decline of the high street has many reasons but why put people off when we know we have a second rate offering.
The biggest irony has to be Sefton grasping the obvious around Christmas and having free times.
A lower charge might be helpful.
