Yes of course,
So, for a traffic warden to know a car has parked for more than 2 hours, he will have to photo each and every parked car, then revisit 2 hours later, plus also check the photos to see if a car has gone and been replaced by another, and then revisit that car 2 hours later etc etc

I have seen the wardens walk around with a gadget , they appear to have a device that logs the reg , time and location ( ? ) of parked cars , it then flags up the cars to check when the tickets should of expired .
its not like they are checking up on a trouble some parking spot , they are actively chasing every car as a potential cash cow .
as for the ANPR nonsense , thats another issue , never known a place so pre occupied with cameras .. how about employing some one to mind the car park ???? , it would give some one a job .
always reverse to see what you have run over ...

Central government regulation evidently obliges Councils to outsource many activities including parking enforcement. Aggressive enforcement is built-in to the contract to make it commercially viable.
Central government legislates functions incumbent upon local government all the while squeezing resources. Ideally, democratic accountability would be devolved upward from the very local concerns of citizens; but of course, that's not the way it works.

On street parking has to be managed whether free or paid for, as simple as that.
If there were no traffic wardens, cars would be parked everywhere, causing obstruction and problems.
There would be no point in having time restrictions if there is no one to enforce them, cars would be left parked up all day while shop / office workers went about their jobs meaning no space for shoppers.
So love them or hate them (I’m not a fan) they are a necessity to ensure the traffic keeps flowing and parking spaces are not “hogged”

perhaps for other reasons, exceeding permitted time, parking outside permitted bay, parking in loading bay, parking in disabled bay without correct permit, parking in restricted area yellow lines, zip-zags at a zebra.crossing etc

No, they key the reg into the machine then next time they come around it flags it up, simple.
