Fly tipping is an unsightly and dangerous problem and costs council tax payers money to clear away.
We treat this problem very seriously and will usually prosecute anyone caught fly tipping waste in the borough. Dumping household, industrial and commercial waste illegally is a serious criminal offence that carries a fine of up to £50,000, offenders can even be sent to prison.

utter rubbish...excuse the pun...my neighbour caught someone red handed dumping a skip load of rubbish in their garden.........the police turned up and just shrugged their shoulders....did nothing and left....ormskirk police are now a joke...so guys every body just tip away no one cares anymore!!

So to clarify, someone emptied a skip full of rubbish into your ‘neighbours’ garden, presumably in a lorry? Police were notified and no further action was taken?

It's not something for the Police to deal with, Local Authorities are the investigating and enforcing agency on fly tipping.
If there is evidence, for example witnesses, documents linking the waste to an address, a vehicle registration number or, even better - cctv footage, there will a good chance of a prosecution and - compensation.
If no evidence is available then no one, including the Police, can do a darned thing.

I doubt that the Police 'turned up and just shrugged their shoulders....did nothing and left'.
It's far more likely that the Police turned up and explained how it was a civil matter and unfortunately had no powers to deal with it.

I think it far more likely the incident didn't happen or - that the facts have been embellished.
Incidentally, it is a criminal offence not civil but enforcement has been devolved to LA's.
