Wonder how long it will take our local petrolheads, to rip out all those nice new flexible bollards?

Well adding 70% of not a lot still results in not a lot.
This sort of thing makes sense in large cities which have the public transport infrastructure. I used to go to London a lot for work. I used to drive there and use the Underground to get about. Driving in London is a nightmare.
It doesn't make sense in a town like Southport, especially when, as you know, Southport is long and thin when you look at it on a map, with very few North to South routes anyway.
This, along with many people still not feeling safe where there are people in close proximity, will result in shops closing.

So, what would you suggest then? What alternative plan would YOU come up with? I assume you’ve read the link? If not, I suggest you do read it before making your own suggestions as there are very specific requirements and limitations within the rules that all local councils must follow. Read the document, and then try to understand why this has been implemented in this way, and not an alternative.
As I said, before moaning, perhaps have a read....

I have read the link otherwise how could I have quoted from it?
Do you think this is actually going to be of benefit to anyone? A friend of mine has a shop on Houghton St. I'll find out from him exactly what the local businesses think.
