Councils are being given extended powers to fine motorists
Minor motoring offences currently Policed by the Police are to be handed over to Councils later this year. This means that in addition to fines for offences like speeding and parking, motorists will now be at risk of being fined for smaller contraventions like driving in cycle lanes, failing to follow one-way systems, failing to adhere to no-entry signs, entering yellow-box junctions and failing to give priority to oncoming traffic.

About time too.....The hard-core of motorists who only follow the rules when it suits them, will be up in arms about this. Simple answer; follow the rules, don't drive through no-entries, drive or park in bus/cycle-lanes, etc, and you'll be just fine!

If Councils' scope for generating income were considerably widened, they would have more discretion. As it stands, central governments throttle local government revenue (and develop most of the policies, to boot!)
No-one excuses law breakers, but local authorities will go out of their way to create impossible situations, incidentally I notice as per usual cyclists have free roaming without the slightest restrictions. — post #4
Perhaps the regulations will include bicyclists' infractions. That should please several forum posters.

This could get interesting !
At the railway crossings yellow boxes, cars stay outside the box, but cyclists go right the barriers, I assume the same rules apply to both cars and bikes ?

Actually, that is preferable, when you think about it. Are the councils going to employ sneaky officers in unmarked cars? Or will they be installing a lot more cameras? Even having someone hiding behind shrubberies to jump out at naughty drivers. Perhaps they will employ someone to patrol known hazard areas? Will central government be paying for all the additional expense? Does that also mean that the Police will be ignoring minor infractions, due to the 'Nothing to do with me' ruling?

I'm from the Council and I'm here to help …
Giving Councils traffic management responsibilities has (at least) three benefits from the Conservative government's perspective:- it eases the strain on police officers' numbers;
- it gives Councils a new, unpopular source of revenue (which the Tory RED TOP press can deploy to distract its readers from the deficiencies of central government); and
- it directs the ire of apprehended motorists squarely at the Council (which, again, the RED TOP press will use to distract its readers from the deficiencies of Conservative governments).
Councils will certainly wish to use this to generate revenue, given the austerity measures imposed on them by central government. Niccolò Machiavelli eat your heart out !

This is the continued strategy of the Tories, just continues the theme of cutting local authority funding, expecting them to do more, then when the complaints start merely say speak to your local council, the “not me guv” syndrome.

But sometimes there's a gap between the side of the yellow box and the kerb that is just wide enough for a bicycle. So would that be breaking the rules, bending the rules or perfectly compliant with the rules?

Hear we go again, you do realise that that cyclists will be equally liable to face fines for breaking the rules, yes I know, you’ve never seen a cyclist do any wrong.
