Yes, H, the costs of complying with Covid regulations and guidance! And in reality it's not as simple as lazily believing that as virtually all restrictions have been removed then all clientele's expectations and concerns will have simultaneously disappeared, too!
Yes, It's a casual presumption, too, that as there's more work to do that will result in more staff being taken on. An added business cost that hampers productivity while decreasing revenue isn't necessarily going to lead to more staff being taken on. More to the point, just because there's an increase or sudden influx in customers doesn't automatically mean that businesses can afford to take on more staff. Just because a business survived the pandemic doesn't mean it hasn't run up a debt mountain! In some cases the repayments could take years to be free of. The reality for a significant number of small businesses will be that the owner won't be able to afford to take on new staff (or rehire staff) as they don't have the money (and to a lesser extent the confidence) to be hiring - in which cases its translating or will often translate as the owner or owners working longer hours.
It must be pleasant for people to know next to nothing about business but imagine that they do.

I can speak from experience as a customer over the last few weeks.
Some business also have staff in team rotation so a ping will not leave a business having to close through lack of staff cover.

Another added on cost is condiments.
Instead of table bottles we have been served little packets of mayonaise mustard ketchup s&p etc or the staff have created more washing up by dispensing all in tiny bowls for the table.
