The main roads that carried tramlines were basically already in existence. Roe Lane, for example, dates back to 1606 and was steadily built up over the years.

That's as may be, but let's not overly obfuscate.....'Liveable Neighbourhoods' are what people want, at least what those who live within them want. Whereas those who don't live within the proposed LN boundary and simply use the neighbourhood as a through-route to elsewhere, have a very different and somewhat selfish view on things.
Imo, it's got to be worth giving the plan a trial run of a year or two, before either scrapping it,
or if it proves to be successful, rolling the idea out across the whole Borough of Sefton.

Of course you KNOW what those residents want, on the one hand they may be glad to get rid of traffic, but see how they like the inconvenience it will bring for them, that sort of decision must be up to the residents, not you, me or some desk jockey in an office who probably doesn't know where these roads are.

What a big word and something at which you've consistently proved an expert.
How the BH do you or anyone else know what people living in any particular area might want or not want?
Unlike you, I and most people commenting on such subjects in this forum rarely interfere in plans or ideas for other districts of the town - those who live there generally know best about what is or is not required.
Somewhat different from you, who doesn't even live in the town but several miles away. It's really none of your business or concern.
