SEIZURE | Officers from Sefton Targeted Team conducted a stop on a vehicle after it was being driven at speed in a residential area of Southport.
This stop revealed the driver didn't have insurance or an MOT!

Could, for example, have been being kept under observation or come up on ANPR in one of the force's crews' unmarked police vehicles.

I know exactly what The PNP wrote - it was pure guesswork as with so many of his observations as to the cause of accidents or incidents involving vehicles.
