Are there any GP Surgeries that are that are "seeing patients""face too face for consultations??.

I did actually see a doctor last week he phoned me first to see what my problem was I told him and he told me to come to the surgery a couple of hours later and he treated the problem with a minor procedure.

I think most are seeing patients face to face.
It depends on the reason for seeing them. In the past few years I've used the eConsult service for minor issues, a phone consultation, and when I've needed an actual examination I've had no problem seeing a GP.
Pre-pandemic, when I thought they were taking too long for an appointment, I once mentioned I'd go to A&E then, and they amazingly found a quicker slot. But generally if you really need to see a doctor, you should be able to.
Not sure it's that easy to change GPs either. They are overworked, oversubscribed and underfunded. Particularly places like St Marks in town.

The reason I ask is , lately I've been feeling lightheaded, 4 weeks ago I had a 24 hrs heart monitor , I took it back to SGH who told me that my GP would contact me to dicuss the results one week when by so I rang the surgery to be told I could have a telephone appointment on 14 July. I continue to have lightheaded spasms and dizzy spells . Just thought it was a long time to wait .

You mentioned its problems were down to underfunding I thought you must have known something else as the evidence is let's say to the contrary.
There seems to be quite a bit of money that could be spent on patient care as intended.
