There is only one way out of the three car parks on Tulketh Street and that is via Bridge Street traffic lights onto Eastbank Street often resulting in lonq queues.
Observing this yesterday the timing of those lights give much more priority to Eastbank Street traffic than it does to those trying to exit from Tulketh St / Bridge St.
We counted only nine cars being able to exit during the change of lights.
With so much technology in vehicles nowadays maybe some could be deployed to control the timing of the traffic lights?

Quick fix open up Wesley Street one-way to allow traffic towards Eastbank Street from Tulketh Street.
More planning, open up the part of Chapel Street from the junction with Tulketh street to Eastbank Street for travel in both directions plenty of Chapel Street would still be pedestrianised.

If you pedestrianise major road arteries in the town centre as happened in 2006, then the warnings that many of us gave at the time that traffic flows would be much disrupted won't be a surprise.
It's the same with Lord Street, especially in a northerly direction, after Merseytravel decided to move the bus stops between opposite Market Street and the Monument area and scrap those by the Willow Tree.

They'd get out a lot easier, if there wasn't so much motor traffic on Eastbank St in the first place. But then, when virtually everyone is determined to transport their a$$es about with a car, congestion problems like this are the inevitable result. Compared to peds or bikes, cars take up much more space. E.g. it states only 9 cars get out each time, well 9 bikes could fit into the same space as 1 car!
Open up Wesley St? You then introduce more cars onto Eastbank St upstream of Bridge St lights, which will only worsen the chances of getting out of Bridge St.
Same if you open up Chapel St. Which not only puts more cars onto Eastbank St upstream of Bridge St and Wesley St, but would require an extra set of lights at that end of Chapel St, causing yet more delays!
My solution, which I know you won't like at all, is make cycling safe in town. That way, particularly in Summer when the problem is at its worst, more of us can nip in on bikes. Potentially removing a sizeable percentage (up to 30%) of unnecessary cars from the queues.

No, you don't, you simply allow the same number of cars onto Eastbank Street at different access points easing congestion at Bridge St.
Cars wanting to head towards Lord St can do so via Chapel St, cars wanting to use Talbot St, Princes Street, Part Street can use Wesley Street, cars wanting to head out of town or use Yellow House Lane or Riding Street can use Bridge Street, cars wanting to use Tulketh Street from Lord Street can use Chapel Street, all easing congestion on Bridge Street.
Traffic lights at Chapel Street will provide a break in the flow of traffic to allow egress out of Wesley Street, note there is already a pedestrian crossing at that end of Chapel Street/Eastbank Street so minimal additional interruption in traffic flow.
Yet again you fail to grasp the obvious reason why people use car parks in the centre of town, especially Tulketh St. people shopping, day visitors, Tulketh St has our only 'multi storey' car park allowing all day parking.
What is currently stopping you and anybody else nipping into town on your bikes, we already have various cycle routes set up to allow safe cycling.
I have no issue with making any area safe for all users, be it pedestrians, cyclists or cars.

^Watch the cars exiting Bridge St lights, you'll see that only a few go anywhere else, except left. Therefore, letting them out at Wesley St or Chapel St, simply introduces them to Eastbank St at a different point. Whilst there are still the same number of cars overall, it will cause traffic on Eastbank St to be heavier. Which then will keep the lights at Bridge St red more often, not good news for those waiting to get out of Bridge St.
It would be a lot simpler and cost nothing, to alter the timings of Bridge St lights, to be a little more in favour of Bridge St. In any case, nobody's going to reverse the pedestrianisation of Chapel St, as the cost alone would be substantial. Narrow little Wesley St is unlikely to be improved either, by stinking it out with fumes from a line of static cars queuing to get into Eastbank St.

We have never had anything like this when chapel st and Wesley st were normal roads, this is a direct result of pedestrianisation and cycleways. Soon folk will get wise to this happening and become fed up with it and go out of town to shop and this will kill the shops off in town as predicted and at a time when money and opportunity is finally coming into town. I suppose it will have to happen before anyone in the council take notice and it’s started, I suppose if nothing else this nonesense has caused more pollution with cars moving ever slower towards the only street left open and before that dick head starts saying ooh we all will have to get on our bikes now well tell that to the old infirm and disabled and those that pay good money to drive from distant towns and cities to day out here in these once world famous shopping streets.
Still.. I suppose they can go to the new sainsburys or tescos, or home bargains, Halfords, Argos and curry’s then get a Mac Donald’s and turn around and head back to the motorway . Great day out in this shopping wonder of a town .
And once again the threat of altering things back as they should be would cost more than it’s worth , well any price would be recuperated in time, build it back better and people will come to shop knowing they can park and not have to queue to get out of the one road to freedom.

You have a short memory, because Chapel St was invariably full of queuing cars, with their engines idling away stinking out the shoppers, whilst backed-up waiting to get through the lights into Eastbank St.

In those days I was waiting at the bus stop watching the cars whizzing past both ways and not hardly queuing at all …and the lights mean nothing to you cyclist bunch as you just ignore them and ride through them anyway …And don’t say you don’t, don’t insult us with ooh I don’t.
I have not seen this street so congested ever, if it is a one time thing due to the summer break then fair enough we will have to just suffer it but the out of towners will not want to come back for this, but if it becomes a regular occurrence then something radical should be done and the 3 things suggested on here so far make sense. Time the lights better, open Wesley st and discontinue the pedestrianisation of chapel st from Tulketh st to East bank st .

All that and at a very considerable cost, just to save a 5min wait in high Summer? Simply not worth the expense, mate!
N.B. Pedestrianising Chapel St cost £4.5million. So re-doing the part between Tulketh St and Chapel St would be well topsides of £1million, even before you add in cost of a new set of lights for Eastbank St - and they're not cheap either.

Oh the poor drivers, stuck in a small queue, waiting for a few minutes. This isn’t a news story.
They have alternative options……like train, bus, cycling, walking, park n ride. But no, I must get as close as possible, with my three empty seats too.
Make better choices……

If it’s been a particularly busy day in town, it doesn’t make any difference how quickly you exit Eastbank St, you’ll get caught up in a queue of traffic somewhere else further down the line at either Southport Rd heading out to Scarisbrick, Woodvale lights or the plough roundabout.
