That would go straight in the bin in 90% of cases, an actual test including a proper sight test and a drugs test is what's required.

No one is advocating that it’s ok for cyclists to go through a red light. More fool the cyclist if he did get hit. The difference being, the cyclist is unlikely to kill or injure other road users through jumping a red light. Where as the motorist in the van is endangering the lives of other innocent road users because of the speed and sheer weight of his vehicle.

I remember taking a cycling test at school but I don't think there has ever been any required testing for cyclists which is a shame as I am sure it would save some lives.
I see some cyclists putting themselves in danger that could so easily be avoided.
Compulsory helmet wearing could be a simple initiative yet so many so called cyclists don't seem to care about other cyclists welfare its redolent of the motor cycle helmet wearing arguments.

Knowing a typical motorists general disdain for the rules, you are very probably right about that.....But since every license-holder had at least received (if not read) notifications. It would eliminate the 'I didn't know about that new rule' argument, being any sort of defence in event of collisions.

Easily sorted, as it could be done as a mandatory on-line 'quiz', say every five years. Yes, I realise motorists could 'cheat', by simply looking up the answers in the HC. But in the process of doing so, they will be forced to re-read the latest HC rules and thus become aware of them.
