I take it that includes those who “give it the beans a good distance before the limit changes”, just in case the driver behind wants to overtake.

So, a mandatory test and the possession of a valid 'cycling license', before a person is allowed to ride. And when they do, fines for riding a bike without helmet. Both proposals would reduce, not increase, the number of bikes on the road - well done!
Btw, everyone knows helmets exist and that helmets are widely available for a very modest cost. There's nothing at all stopping anyone from buying and wearing one. Most young 'learners' that I see, do wear helmets at their parents insistence, which in itself will foster the helmet-wearing habit in later life.
Typical thickwit retort I advocate for the safety and welfare of real-world cyclists and the forums in-house self appointed fool derides it.
Better a thousand less cyclists than one dead one sacrificed by the selfish.
Well trained cyclists from school age complete with some safety gear might just encourage some respect for cyclists that you labour daily to destroy so well.
Less injuries might just be helpful as well.
Still, you do at least have the failure of your unicorn cycle lanes to fall back on, proving beyond doubt your abject failure to promote real-world cycle usage.
You could sit alone in front of your forest burning cancer causer and reflect on your failures in life.

The Driving Test Centres can keep up, my Grandson has just got his through and he tells me if he had been willing to accept a cancellation he could have had it in a couple of weeks.
Tests on renewal would be paid for through the renewal fees, money would probably be saved through a decrease in the accident rate.

All road users should have regular testing of both ability and knowledge.

Can't really argue with that, provided it applies to everyone, including peds. Peds for example, should be taught not to rely on their ears when stepping blindly into the roadway right in front of bikes. But sadly, simply holding an up-to-date pass certificate is no guarantee of good behaviour, whatever your mode
Btw, still curious about your helmet - or lack of one?

Needs to also include fitness not only eyesight but also hearing and dexterity to actually manipulate the thing.

Yes, you have a point there.....There's more than a few motorists about, who would be better off swapping car for 'leccy pavement buggy!
Meantime, when it comes to the question of a helmet (or lack of one), 'local' seems to have crawled under a rock. I'm beginning to wonder, if he even has cyclists insurance when/if he ventures out on his (claimed) two wheels?

Still doesn't answer the question/s.....Since you're so keen for others to wear helmets, do you wear protection yourself, such as? And do you have cyclists insurance?
