Knowing a typical motorists general disdain for the rules, you are very probably right about that.....But since every license-holder had at least received (if not read) notifications. It would eliminate the 'I didn't know about that new rule' argument, being any sort of defence in event of collisions.

So, a mandatory test and the possession of a valid 'cycling license', before a person is allowed to ride. And when they do, fines for riding a bike without helmet. Both proposals would reduce, not increase, the number of bikes on the road - well done!

Btw, everyone knows helmets exist and that helmets are widely available for a very modest cost. There's nothing at all stopping anyone from buying and wearing one. Most young 'learners' that I see, do wear helmets at their parents insistence, which in itself will foster the helmet-wearing habit in later life.

Plain fact is, a flimsy 'lid' designed for 12mph impacts, isn't going to do much good when the riders head goes under a 30ton truck, or he/she is hit by a car going at 60mph. If you were sincere abut protecting cyclists, you'd be championing separate infra for bikes - not slagging it off!

new driver tests, how do you propose a retest on licence renewal?

The Driving Test Centres can keep up, my Grandson has just got his through and he tells me if he had been willing to accept a cancellation he could have had it in a couple of weeks.
Tests on renewal would be paid for through the renewal fees, money would probably be saved through a decrease in the accident rate.

Peds for example, should be taught not to rely on their ears when stepping blindly into the roadway right in front of bikes. But sadly, simply holding an up-to-date pass certificate is no guarantee of good behaviour, whatever your mode
