Red flare thrown into Chelsea supporters stand

a 9 year old boy was injured when Liverpool supporters threw a red flare into the away section of the stand onto Chelsea supporters who then threw it onto the pitch to get it away from people.
Should Liverpool FC be sanctioned and if so what would be the appropriate punishment ?

I was in the kop and saw the Chelsea fans throw it onto the pitch. I never saw it being thrown into their fans. However the video footage shows the Chelsea fans extremely ****** off which is understandable. I doubt they would have thrown it on to the pitch to blame us given there reaction.

There are cameras everywhere. Find the moron that did it, charge them and ban them for life.
Although a 3 point deduction would be amusing.
Sadly every team has it's small section of utter ****stains among the genuine fans. It shouldn't reflect on the club, unless there's a lot of them.

So a Chelsea fan may have bought a ticket for a Liverpool section of the ground in order to endanger their fellow Chelsea fans by throwing a flare onto them?
To serve what purpose?
I know Liverpool have a history of trying to blame Chelsea fans for the misdemeanors of Liverpool fans but it seems a bit far fetched.

At Old Trafford fans are searched at the turnstiles to stop them taking these type of items into the ground.

So after hiding the smoke bomb about his person and searched by security, escorted into the away section, the fiendish Chelsea supporter managed to get out of the enclosure during the game, past the stewards and walk to the the upper stands with the home supporters where he knew there would be a spare seat during such an important match, then wait for the chosen moment to throw a smoke bomb onto his friends below before walking back past the shocked home supporters and sneak back into the away section past the stewards without being apprehended ?

Yeah, I think you're on to something there ...
Simpler way (IN THEORY!) - obviously it was possible to get the smoke thing into the stand, and no need to get into the Liverpool section, just stay in the Chelsea section, drop the flare and kick it down the terrace :-)
PS: Only asking if it was possible, not suggesting how it happened
