Not many would but it is all part of the song & dance procedure, Put an outrageous idea out for people to object to, come back with a slightly toned down version for people to see you are flexible and willing to negotiate, version 3 will be grandiose still containing the 'billion dollar investment, 10,000 jobs etc' planning permission refused, appealed etc then the Government Inspectors say OK.
Problems found so a toned down version will be built which is what you wanted anyway.
