Merseyside Police Chief Inspector Andy Rankine said: “This is a welcome seizure, which removes from circulation a significant number of items which could cause serious injury and distress to those in the vicinity.
“I’d urge anyone who knows about similar locations to come forward, and work with all our emergency services to keep people safe and discouraging any mass gatherings at this crucial time. It’s vital that we all keeping working together to protect each other and the NHS.”

I think the words "smoke grenades" printed in very large black letters on the box would confirm your identification.
Perhaps the smoke Grenades were sticking a bit due to the 12 week lockdown, so that was a special offer to get them moving again. A bag of coke free with every fifty smoke Grenades, limited period offer and only one bag per customer.
