I wouldn't call the council employees who clear up after the scruffy visitors "litter fairies" but still you could ask your "head fairy" to send them out more often on busy days and less on quieter days.
Perhaps you could in your position as apologist for poor performance forward a 2019 calendar to the council so they can mark off for next year when its likely to be busy.
You could even mark the May Bank holiday for them in BIG.
While your down the bottom of your garden why not suggest the Litter Wardens work the affected areas at the same time.

It's still not sinking in, there is only enough resource for a basic service, if you want a better service you will have to pay more, luckily for you the Government is protecting you from having to cough up more by stopping the Council from raising the Council Tax to pay for it.

You cannot grasp the simple theories of demand led services if you don't work for Sefton you should.

Your admirable proposal sadly has just one basic flaw. It would require some of the council employees to travel through time from the quieter days to make up the numbers on the busier days. Let's hope they don't meet themselves coming back.

They were emptied 10 times in 1 day last weekend. I doubt that happens in December.
Granted it might not be enough on exceptionally busy days.

maybe it time to have a litter campaign much like the current plastic one.we shouldn't have too though! weve become a selfish and socially irresponsible society these days.just because were levied to pay for our servicing of the environment we have doesn't mean we should add to the burden of that services dutys.if you want a clean environment don't drop your shite,and also a government led campaign to the suppliers of our goods and foods to curb the wanton packaging ,we didn't ask for that anyway.but hey theres big business in packing so wont expect a result on that one.how did we cope postwar 50s an 60s ,we must have been dropping like fies with all that non sterile shopping,an using the local papers newsread in squares for that morning jobby!
