What possible reason could the motorist have had, to refuse a simple request like a sample?

What possible reason could you have to ask such a stupid question?

    Just as silly is:

The driver was arrested on suspicion of failing to provide a sample ...

Surely they know if he did or didn't provide a sample, but they suspect he didn't!

Of course, but they are innocent until proven guilty in a court.

Last time I looked, failing to provide a sample (without a valid medical reason) is in itself an offence, at least equal to providing a sample and it being over the limit.

Curiosity.....Maybe the motorist had a chest complaint or such like, that prevented him breathing into things?

Blood test at station or roadside swab test, not taking a test will get him a DR10 for drink driving rather than a DR20 for drug driving probably.

Refusing a breath test is equivalent to failing one on the breathalyser.

You either provide a sample... or you don't. There is no 'suspicion' in relation to this offence.
